JL;DR SUMMARY Canadian Prime Minister Mark Carney has declared that Canada will join France and the UK in recognizing a Palestinian state at the upcoming United Nations General Assembly, contingent upon the Palestinian Authority's commitment to hold elections next year and exclude Hamas from governance.
