A group of two dozen municipalities, including the heavily Jewish suburb of Cte Saint-Luc, has launched a legal challenge against Quebec's new French-language law, Bill 96, citing concerns over restrictions on English-speaking populations' access to government services for the next five years due to the notwithstanding clause being invoked.
